Is anyone else super surprised by this? It never seemed like anyone in France cared (except the occasional gawking tourist) - going topless was just what all women did on the beach, with the same casualness that any American woman would spread out her beach towel. In fact, one of my (American) guy friends’ comments was “Lame, boobs aren’t as exciting when no one cares if you see them…” So why the sudden switch, France??
